Kingsbury's fishery subsidiary, Timor Ocean Products (TOP) has been granted a series of licences to develop commercial fisheries on both coasts – north and south.

TOP was quick to recognise that the waters off the north coast are critical to indigenous fishing. While TOP pursues strategies to develop a significant commercial fishery in the southern waters, it is developing an approach in the northern waters, with local fishing communities, which will provide the fishermen with a ready market for catches beyond their immediate needs.

In addition to commercial fishing, TOP over the next 12 months is planning to assist Timor Leste in entering the fast-growing aquaculture market, with the intention of helping up to 300 families or small communities to create their own fish farming businesses. TOP will purchase fingerling stock from these businesses and then process the harvest at its principal fish processing facility at Hera.
